Rule 22
Grand Full Bench

(1) Five or more judges shall be involved in the full bench.
(2) The following cases, petitions and reports will be considered by the full bench:-
(a) a case or report ordered by a Full Bench requiring a decision by a larger Full Bench as to the interpretation of law or legal principle,
(b) In relation to the interpretation of any law or any legal principle, the interpretation or decision of two full benches being different, the case ordered by the full bench to be submitted to the larger full bench as it is necessary to maintain uniformity in the interpretation,
(c) a case ordered by that Bench to be submitted to a Full Bench stating that a complex legal question involved in a case is suitable for decision by a Full Bench, specifying the legal question and the reasons why it should be decided by a Full Bench,
(d) a case ordered by the Full Bench to be submitted to the Full Bench as the separate cases pending before the Full Bench and the Full Bench involve the same legal question or are related to each other and it is appropriate to decide both the cases simultaneously,
(e) A case in which the majority of the judges could not be established due to conflicting opinions of the judges in the full bench,
(f) The case or report designated by the Chief Justice to be submitted to the larger full bench considering the complexity and importance of the legal question involved in the case.
(3) If the opinions of the judges of the full bench differ, the opinion of the majority shall be considered as the decision of the court.
